There are a total of 25 squares. We need to make 5 districts with 5 people each.

We have 9 Blue and 16 orange, like we saw in Challenge 1.

If we want blue to win the election, how would the distribution of voters in the 5 districts look like? How many orange/blue will be there in each district?
