DIY Challenge 2: Why blue cannot win

It was found that it’s not possible to make the blue win in the case shown below, whatever way you try.

Can you think of and explain the reason?

    Sir, we need divide it so that there will be 5 parts, each containing 5 people. To make blue win in 1 partition, it needs to have 3 blue blocks to win. So, out of 5 partitions, there should 3 partitions where blue wins. So there should 3×3 which 9 blue blocks therefore it is not possible because this only has 8 blue blocks.
